GIS provides a perfect platform for managing our infrastructure information, including both spatial and data context. Being an engineering firm, CDI understands our infrastructure, associated data, and how these systems are interrelated. EFFINGHAM COUNTY GIS
INFRASTRUCTURE + ANALYTICS
CDI developed online GIS mapping and data collection for Effingham County in Illinois. CDI expanded their GIS usage by developing data collection schemes that allow them to inventory culverts, street signage, striping using a mobile applications for real-time data collections with iPad tablets. This approach will allow Effingham County to inventory their culverts, while minimizing data entry errors during filed inspections and improve productivity. CDI also provided training to in-house personnel so that they can easily maintain the data and utilize the information for future planning and improvements. CDI utilized an engineered approach to the development of the GIS mapping and data collection applications to allow for easy expansion as the County’s needs grow.

DEER CREEK SANITARY SYSTEM IMPROVEMENTS

Civil Design, Inc., a recognized leader in the St. Louis Region in conducting Inflow and Infiltration investigations, is responsible for investigating Private Properties within the Deer Creek Watershed for sources of illegal stormwater connections, making recommendations for their removal, and assembling construction bid documents.

There are 35,000 individual properties located in the Deer Creek Watershed, including some of the most expensive homes in St. Louis. In order to accomplish the investigation, Civil Design developed a mobile GIS platform using ArcGIS Online services from ESRI hosted on an cloud-based server. Property inspections are conducted using WIFI equipped Apple iPad tablet computers.

Due to the dense population and known sewer overflow issues in the Deer Creek area, 35 individual project task areas were defined within the watershed for targeted I/I reduction.

LEMAY SERVICE AREA SANITARY SYSTEM IMPROVEMENTS

CDI developed methods and procedures that include capabilities to query and sort information as required to identify, list and map specific individual types of defects, groups of defects, or all defects within a given study area. The methods and procedures included automated capabilities to categorize customers with illegal connections and tracked progressive negotiations to bring the sewerage system to compliance. All the field data, photos, exhibits, releases, spreadsheets, and correspondence tagged to each property identifying defect and compliant connections is developed for integration  into the District’s GIS mapping system after construction completion as record information.

BISSELL, COLDWATER, LOWER MERAMEC, AND MISSOURI RIVER (BCMM)

The BCMM project area is comprised of four larger service areas; Bissell, Coldwater, Lower Meramec, and Missouri River.  These areas extend outside of the Interstate 270 boundary and are generally newer suburban areas with separate sanitary and combined sewer systems.  The Bissell and Coldwater service areas typically have the relatively older sewer systems and higher inflow and infiltration values. The Missouri and Lower Meramec sewer systems are newer and the impact from inflow and infiltration is not as great to the sewer system, wastewater treatment facilities, and customers. Each service area and watershed are substantially different and required dynamic database architecture to allow for a unique approach to be taken in the diagnosis of the problems and development of improvements to meet the goals of the program.

SLATER MISSOURI I/I INVESTIGATION
INFRASTRUCTURE + ANALYTICS

The CDI team performed an Inflow and Infiltration (I/I) investigation in sanitary sewer systems throughout the City of Slater, Missouri. The project involves an array of methods of sewer condition assessment including smoke testing, manhole inspection, dye flood testing, and GIS mapping. Using existing data from the City of Slater, Saline County and other sources as available, CDI created a Mobile ArcGIS Application used for the field investigation as part of the I/I Reduction Plan. 

Following field investigations, CDI will provide recommendations to reduce I/I in the City of Slater.  Preliminary engineering services will include the evaluation of the proposed State Operating Permit for the Wastewater Treatment Facility (WWTF) and the development of a Preliminary Engineering Report to evaluate alternate improvements required for operating permit compliance.

GLAIZE CREEK SEWER DISTRICT GIS

CDI developed and deployed a GIS inventory of the existing sewer system infrastructure for the Glaize Creek Sewer District in Barnhardt, Missouri. Typical features stored in the GIS database include manhole depths, flowline elevations, construction material, and year of construction.  CDI also provided training to in-house personnel that included GIS basics such as, opening online maps, map functionality, including zoom and pan, assessing the data through selections and query functions, and adding new features. CDI utilized an engineered approach to the development of the GIS mapping and data collection applications to allow for easy expansion as the Sewer District’s needs grow.

INCIDENT BYPASS SIGNAL DIVERSION TIMING PLANS

CDI worked with the project team for the Missouri Department of Transportation (MoDOT) St. Louis District to expand and modify their existing Arterial Management Interface (AMI) diversion plans for all MoDOT St. Louis District freeways and St. Charles County local highways and roadways.  CDI’s primary task was to provide an online mapping portal and web services for the project team to complete the engineering analysis, integrating field measured directional traffic and ramp volumes (both AM and PM) for Interstates I-64, I-70, MO-364, and I-370 in St. Charles County.  Additionally, CDI developed traffic volume schematics to provide a simplistic workflow for the mapped freeway systems to further facilitate discussions with MoDOT representatives.
