PRESIDENT
Vicki founded CDI in 1996 to provide responsive, quality-driven civil engineering services, after gaining 11 years of experience in project management and leadership roles with St. Louis-based Sverdrup Corporation (now Jacobs Engineering). Under her direction, CDI has experienced continuous success, gaining a reputation for delivering projects on time and on budget.

Vicki earned a Bachelor’s degree (1990) in Civil Engineering from Southern Illinois University at Edwardsville and a Master’s degree (1997) in Engineering Management from the University of Missouri-Rolla. She is a registered Professional Engineer in Missouri, Illinois, Indiana and Kentucky.

Kim Oatman, PE, PLS

LOUISVILLE GROUP LEADER
Kim joined CDI as the Branch Manager of the Louisville Office in 2015 after serving as Assistant Vice President for Facilities at the University of Louisville. He has 28 years of experience in civil engineering design, land surveying and facilities management including 17 years in leadership roles at two public universities. With professional licenses in multiple states for civil engineering and land surveying he provides oversight and leadership for the Louisville Office projects in the Kentucky, Tennessee and Indiana region.

Kim earned a Bachelor of Science degree in Civil Engineering (1987) from the University of Kentucky and a Master of Public Administration (2010) from Murray State University.

Laura has design and project management experience in water resources, environmental, site development, construction management and international civil engineering projects. Her experience includes (I/I) analysis, sanitary and storm sewer design, stormwater hydrology, detention basins, erosion and sediment control, floodplain (H/H) modeling and mapping, dam inundation mapping, levee hydraulic modeling and sensitivity analysis, and landfill cell construction design.

Laura holds a Bachelor of Science in Civil Engineering (1999) from Jomo Kenyatta University of Agriculture and Technology, a Master of Science in Information Design & Technology from Georgia Institute of Technology (2003), and a Master of Science in Civil Engineering (2013) from Missouri University of Science & Technology.

QUALITY LEADER
Dennis has experience as a project manager and design engineer on a variety of civil engineering projects from the conceptual design and environmental documentation phase through detailed plans and specifications. He has extensive experience coordinating with multiple agencies and organizations to maintain project schedules and streamline design activities. Dennis is responsible for overseeing CDI’s Quality program.

Dennis earned Bachelor’s (1987) and Master’s (1993) degrees in Civil Engineering from the University of Missouri-Rolla.

Lori Daiber
LORI DAIBER
BUSINESS DEVELOPMENT LEADER

Lori Daiber has 35 years of experience in the Engineering and Surveying industry. She is experienced in estimating, preparing proposals and negotiating contracts.

Ms. Daiber joined Civil Design, Inc. in 2010 to develop business relationships in Illinois and Missouri working closely with small and large firms along with the Illinois Department of Transportation, local Municipalities, Townships and County Government, negotiating, executing and delivery of projects.

Ms. Daiber is affiliated with the Illinois Professional Land Surveyors Association (IPLSA); Society of American Military Engineers (SAME); Society of Marketing Professional Services (SMPS); serves on the Illinois American Public Works Association (APWA) Gateway Branch Board and the National American Public Works Association Diversity Committee; Madison County Stormwater Commission and Madison County Planning Commission.

STRUCTURES / EFFINGHAM GROUP LEADER
Adam joined CDI in 2015 with 10 years of experience as a structural designer with a focus on transportation related structures such as bridges, culverts, retaining walls, sign structures, lighting structures, deep/ shallow foundations, and structural inspections.

In addition to Adam utilizing his experience and talents to support CDI's Engineering services, he also serves in a leadership role in our Effingham, IL Branch Office.  

Adam earned a Bachelors degree in Civil Engineering (2005) from Southern Illinois University and a Masters in Civil Engineering (2008) from the University of Wisconsin.

SITE DEVELOPMENT GROUP LEADER
John is responsible for site section and project management at CDI. Since 2004, John has used his education, talents, and experience exclusively for on site development projects. He produces all documents for project delivery including construction drawings, design, calculations, (hydrology, hydraulics, pavements, cut/fill, etc.), cost estimates, engineering specifications, and construction administration.

John earned a Bachelor of Science in Civil Engineering (1997) from the University of Missouri-Rolla.

Sara Andert, PE

PROJECT ENGINEER
Sara Andert joined the CDI team in 2008, where she began working in the Water Resources Department. Her project experience includes the Watershed Facility Planning effort for MSD, as well as sanitary and storm sewer design and extensive GIS applications. Sara has now transitioned to the Site Development group, where she applies her background in water and storm water design as a project engineer on commercial and municipal site design projects throughout the region.

Sara holds a Bachelor’s of Science, Civil Engineering (2008) degree from Southern Illinois University, Edwardsville.

STRUCTURAL PROJECT ENGINEER
Tyler joined CDI in 2016 as a structural engineer with design experience pertaining to a wide range of transportation projects. His diverse experience includes bridges, culverts, retaining walls, foundations and hydraulic analysis.

Tyler earned a Bachelor of Science degree in Civil Engineering from the University of Illinois at Urbana-Champaign in 2009.

INFRASTRUCTURE AND ANALYTICS GROUP LEADER
Jeremy is a project manager and has worked on various projects for the Metropolitan St. Louis Sewer District (MSD), Metro, City of Maryland Heights, City of St. Charles and Great Rivers Greenway. His technical experience includes inflow/infiltration (I/I) analysis, sanitary & storm sewer design, combined sewer separation, hydraulic/hydrologic (H/H) modeling & assessment, sewer evaluation and rehabilitation, and flow metering analysis. Additionally, Jeremy has extensive knowledge of Geographic Information Systems (GIS), and has helped CDI develop a GIS database and field investigation scheme which MSD has adopted as the District Standard.

Jeremy earned a Bachelor of Science in Civil Engineering (2006) from Southern Illinois University, Edwardsville.

TRANSPORTATION DEPARTMENT GROUP LEADER
Tricia manages the Transportation group and has design and project management experience in highway, municipal roadway, trails and parks. Tricia has worked extensively throughout her career with professionals of multiple disciplines. Her diverse experience brings knowledge of how to integrate a project team and deliver a successful project.

Tricia holds Bachelor (1993) and Master’s (2002) of Science degrees in Civil Engineering from the University of Missouri-Rolla.

Nathan Cowan, PE
NATHAN COWAN, PE
PROJECT MANAGER
Nathan joined CDI in 2013 as a Project Manager and works with our clients from conceptual planning through final construction closeout. With many complex floodplain studies and storm water detention projects to his credit, he is quickly becoming an expert in methods to meet the storm water quality standards of the EPA’s Phase 2 requirements that are currently being implemented across the county. His demonstrated abilities in hydraulics, HEC studies, sanitary sewer design, grading and CAD plan production are a great asset to CDI.

SENIOR GIS ANALYST

Trista joined the CDI team in 2012 as a GIS Specialist and has spent the last 5 years gaining experience in various areas such as Inflow/infiltration (I/I) analysis, transportation, and flow metering analysis. Currently serving as the Senior GIS Analyst, Trista specializes in the development and management of large scale enterprise GIS databases, multi-clustered ArcGIS Server environments as well as the creation of web mapping applications.

Trista earned a Bachelor of Science in Planning (2011) and a Masters in Geographic Information Systems (2012) from Arizona State University.

Alex Donenberg, PE, LEED AP joined CDI in February 2015 with the acquisition of Dunaway Engineering Inc.

Alex has over 25 years of experience in surveying and civil engineering with a strong background in hydrographic survey and water resources. Alex provides civil engineering design services for site development, rail design, roadway design and utility extensions (construction plans and specifications, hydrological/hydraulic design calculations, earthwork calculations, cost estimates, interaction with client and reviewing/permitting agencies, etc.)

Alex has a Masters of Science  in Civil Engineering (1983) from the Leningrad Institute of Hydrometeorology.

Steven joined the CDI team in 2016 as a Project Engineer and has a wide range of experience in the civil engineering industry. Prior to coming to CDI, he was mainly engaged in highway design projects, but also developed proficiency in water resources and communication infrastructure design.

Steven holds Bachelor of Science (2010) and Master of Engineering (2011) degrees in Civil Engineering from the University of Louisville.

Wes joined the CDI team in 2012 as a Project Engineer and has acquired diverse experience with all aspects of civil engineering and surveying. Mr. Kistler has supported our team working with municipalities, county, and state projects as well as with private clients. Wes has experience with AutoCAD, GEOPAK, Civil 3D, and Hydraflow. He provides services for site development, roadway design, storm sewer design, cost estimating, and traffic control.

Wes holds a Bachelor of Science (2012) in Civil Engineering from Southern Illinois University Edwardsville and an Associates of Science (2010) in Pre-Engineering from Lake Land College.

Daniel holds a Bachelor of Science, Geography specializing in Land Surveying (2007) from Southern Illinois University Carbondale.

Brian is a Professional Land Surveyor in Kentucky with over 30 years or experience in surveying. With his knowledge of the latest surveying technology from GPS to Robotics Instrumentation to Hydrographic SONAR Equipment and his experience with AutoCad, Carlson Survey, Micro Station/Inroads and other office software, he conducts and oversees projects in both the field and office from start to finish.

Brian has a diploma from Kentucky Polytechnic Institute in the Design Drafting Program (1986).

Ray Harter joined CDI in 2014 with 11 years of experience in management, community development, mission and value integration, community engagement and strategic planning.

In his role as Organizational Development Manager, Ray is responsible for fostering a value-based culture and decision making process & policy, developing a CDI Leadership Institute, establishing a high level of employee engagement and professional growth, corporate responsibility and philanthropy through Civil Giving.

Additional responsibilities include Human Resources Management and Corporate Communications.
